Top Permits issued in the New Orleans area, October 2, 2023

Just this week, new construction permits were granted to 2400 Guadalcanal St. Filed by Trapolin-Peer Architects, the project is believed to consist of a 70-unit, four-story multifamily complex. Set within the western boundaries of Federal City, the development is the latest iteration in large-scale construction in the former naval base. Roughly 156-acres in size, Federal City was part of the larger West Bank land parcel given to Jean-Baptiste Le Moyne, Sieur de Bienville, who would go on to found New Orleans in 1718. In 1849, the United States Government purchased this smaller sect of land, then establishing the U.S. Naval Station in 1901. The base, initially utilized by the Army, was transferred to the Navy in the 1950s, with the majority of its improvements constructed through the 1960s. At its height of activity, the Naval Support Center Headquarters would span both east and west banks of the Mississippi River. In 2011, the Naval Support Center was formally closed, bookending the Navy’s presence in New Orleans. Since its closure, the City of New Orleans has explored myriad options for redevelopment. The construction of this new multifamily complex seems to indicate a viable path toward reprogramming the area.

Red River Bank’s expansion continues with new-construction at 1914 Veterans Memorial Boulevard in Metairie. A ground-breaking ceremony took place earlier this week, and the bank anticipates opening to the public in the third quarter of 2024. Based in Alexandria, and established in 2019, the bank has 28 existing locations, with three planned within the New Orleans MSA. This latest iteration is based between Bonnabel Boulevard and the 17th Street Canal. Its first location in New Orleans opened just over a year ago, in August of 2022, at 700 Baronne St. The Veterans Memorial Boulevard site was formerly improved with Paul’s Stop-N-Shop, a local convenience store. Regions Bank lies to the east of the property, and Fidelity Bank further to the west. The high-traffic incidence of Veterans Memorial Boulevard has certainly encouraged a good deal of new development, given its connectivity between Jefferson and Orleans Parishes.

In St. Tammany Parish, new construction permits were approved for 77151 Highway 21 in Covington. The site was formerly home to Hope Church, and later Barnyard Pizza + Poboys, and now owned by Ron Cooper, of Just the Right Touch Catering. Chef Cooper founded the catering outfit in 2013, specializing primarily in private and corporate events. The property is located between downtown Covington and downtown Bush, in proximity to the Money Hill Golf Course. The northern stretch of Highway 21 is primarily improved with a mix of commercial and residential property, the former varied in nature between churches, restaurant, small shops and businesses. While the majority of new construction and development seems focused in the denser areas of the North Shore, the incidence of new commercial entities in the more suburban or rural areas of the parish dovetail nicely with rising populations throughout the Parish as a whole.
